David Salinas brings over 30 years of experience in operations and management of utilities and public works. He has a unique experience profile with a combination of a class “A” operator license on both water and wastewater as well as extensive management experience as Director of Utilities and Public Works. He has directed, managed, supervised, and coordinated regular activities and operations for municipal Public Utilities, Public Works, and Solid Waste, maintaining the operation process control including compliance with regulatory agencies. He also coordinated activities with other departments, contractors, and developers while providing support to the City Manager’s Office. He has provided direction for the water and wastewater systems of San Juan, Edinburg, and Weslaco among others.
Mr. Salinas is a member of the South Texas Water Utilities Managers Association, Texas Water Utilities Association, American Public Works Association, Water Environmental Federation, and Texas Floodplain Managers Association.
Mr. Salinas is fluent in both English and Spanish. He is a well-balanced individual with great communication skills, who can lead conversations in the field as well as a public speaker with multiple stakeholders and elected officials. He is proficient in OP10 (Operations Management Database), MP2 (Preventive Maintenance Software), and INCODE.
