We are an engineering consulting and management consulting firm that focuses heavily on client service, solving problems with intelligent, cost effective solutions.

Eduardo is a civil engineer with 20 years of experience managing and designing projects for municipal governments and private developers, both in the US and abroad. He is very keen at selecting the right team for each project, always analyzing the level of complexity, availability of budget, risk, and allotted timeline, delivering projects in an affordable and timely manner with a very personalized service to his clients. Eduardo provides overall supervision of the design teams from feasibility to delivery, including: architectural, civil, structural, mechanical, electrical, plumbing, permitting, environmental, geotechnical, surveying as well as coordination with the contractor during construction. Throughout his career, he has served as engineer-of-record and engineer-in-responsible charge for the design and construction of water and wastewater utility projects, disaster recovery and preparedness efforts, transit and roadway projects, stormwater / drainage / flood control projects, civil and coastal engineering, as well as energy efficiency & sustainability projects.

Eduardo is the CEO and co-founder of Parra & Co., LLC a woman-owned, emerging small business in San Antonio, TX. Eduardo also serves as the Principal Engineer of the firm. As CEO, he has shared responsibility for creating and planning the strategic direction of the firm as well as overall responsibility for implementation and integration of it. As the Principal Engineer, he has overall responsibility for every consulting engineering work product the firm produces. His focus is in providing an engineering concierge service to municipal and private clients by offering a trusted array of project managers and advisors that help deliver projects from inception to reality. By providing continuous, small briefings, key milestone reports, anticipating important decisions, and providing an array of solutions to potential challenges, projects can stay on track and budget while keeping up with new technologies and opportunities.

Eduardo serves as a Trustee of the San Antonio Water System, board member of OPERA San Antonio, and advisor to the board of the Brackenridge Park Conservancy. He is a Fellow of the German Marshall Fund of the United States, an alumnus of Leadership San Antonio Class XXXIX, a former board member of the U.S. Green Building Council in Central Texas, the World Affairs Council of San Antonio, and the past chair for the Energy & Sustainability Committee of the Greater Chamber of Commerce in San Antonio. He was recently honored as San Antonio Business Journal’s 2016 40 under 40. Eduardo completed his Master of Science in Civil Engineering and Hydraulics from Penn State University in 2001, and has a bachelor’s in Civil Engineering from Universidad Rafael Urdaneta in Venezuela in 1997.

Elsi Parra is a Co-Founder or Parra & Co and she serves as the President of the firm. With her background in Business, Marketing, and Finance, her main focus in Parra & Co, LLC is to manage Accounting, Finances and Administration, Human Resources, Marketing, and Communications. Her undergraduate degree in Journalism, Radio, Film, and TV has given her a broad perspective on the importance of effective communications. She understands the business aspects of each company and can connect to our private clients on a deeper level always keeping in mind your bottom line. Elsi holds an MBA from the University of St. Thomas in Houston, TX in 2002 and a Bachelor’s in Communications from Universidad del Zulia in Venezuela in 1994.

Eduardo Di Loreto

Eduardo is a graduate civil engineer with over ten years of experience in engineering and 8 years of experience in management and construction for industrial and municipal clients in the US and abroad. He also brings knowledge of real estate and urbanism after leading a construction / real estate brokerage firm in Spain for a couple of years. For Parra & Co, Eduardo provides Project Management, Construction Management / Inspection, Permitting, and Project Planning.

Eduardo is people oriented and enjoys working out synergies with engineers in different disciplines as well as project stakeholders and clients. He is experienced in business development and client relations in Europe, living in three continents, and being multilingual proves very useful when looking at projects abroad.

Eduardo is passionate for community involvement and thus he served for over a decade in the San José de la Matilla Cultural board, a non-profit foundation that advocates for social programs in Venezuela and cultural initiatives for the community. He also serves in the Military Committee of the San Antonio Hispanic Chamber. Eduardo completed his Master in Business from the Centro Universitario Villanueva in Spain in 2002, and has a bachelor’s in Civil Engineering from Universidad Rafael Urdaneta in Venezuela in 1997.

Esteban Di Loreto

Esteban is a graduate civil engineer with a master in business administration. He has more than 20 years of experience in construction administration, project management, and design of civil and environmental projects.

In academia, Esteban taught Water and Wastewater Treatment courses for the Civil Engineering Department as a Professor at his alma mater Universidad Rafael Urdaneta for more over 12 years.

Esteban, served as a member of the Board of Directors for the Construction Chamber in Maracaibo, Venezuela for over 14 years. Furthermore, during the past 15 years he has actively contributed his talent to non-profit organizations pursuing social development in low income areas.

David Salinas, CFM

David brings close to 30 years of experience in operations and management of water and wastewater. He has a unique experience profile combined with a class “A” operator licenses for both water and wastewater as well as extensive management experience as Director of Utilities and Public Works for multiple cities in the Rio Grande Valley. David is a well-balanced individual with great communication skills, that can lead conversations in the field as well as a public speaker with multiple stakeholders and elected officials. He is proficient in OP10 (Operations Management Data Base), MP2 (Preventive Maintenance Software), and INCODE. David is fluent in both English and Spanish. He has also the experience of being a Municipal Utilities Director, providing management support to treatment, distribution and collection system Crew Leaders and Chief Operators. His duties have also involved directing personnel, operations, maintenance, and compliance reporting and staff development.

José I. Pérez-Gil currently provides expert financial viability solutions within our team for projects in America, Central America, and South America. Previously, he served as the CFO of two major TV stations in Venezuela. José has also prepared and implemented investment multiple projects in the agricultural, land development, communications, as well as the mining sectors. He has designed and implemented major projects to merge multiple financial entities and their portfolios. José had a major impact as the Vice President of the board of directors of an Urban Development organization in charge of promoting and implementing urban development projects for the city of Maracaibo, Venezuela. He served as a member of the Governor’s cabinet as the Secretary of Zulia State in Venezuela. José holds a Master of Science, Mineral Economics from the Colorado School of Mines, Golden CO in 1979 and a bachelor’s degree in Economy from Universidad del Zulia. Maracaibo Venezuela in 1973.
