We are an engineering consulting and management consulting firm that focuses heavily on client service, solving problems with intelligent, cost effective solutions.

Eduardo Parra currently serves as the CEO and Principal Engineer of Parra & Co. Eduardo has served as engineer-of-record and engineer-in-responsible charge for the design and construction of water and wastewater works, public works, transit facilities, storm drainage, flood control, and utilities projects in San Antonio and South Texas. He has ample disaster recovery experience in Louisiana and Texas. Eduardo has always made an emphasis on implementation of governmental infrastructure projects in an affordable and timely manner. Prior to this, he was a principal engineer for a $1.5 billion consulting, engineering, construction, and operations global firm, where he provided solutions to large and complex problems both for the public and private sectors and in various markets.
Eduardo serves in the board of OPERA San Antonio, the Brackenridge Park Conservancy, and the World Affairs Council of San Antonio. He is a Fellow of the German Marshall Fund of the United States, an alumnus of Leadership San Antonio Class XXXIX, a former board member of the U.S. Green Building Council in Central Texas, and the past chair for the Energy & Sustainability Committee of the Greater Chamber of Commerce in San Antonio. He was recently honored as San Antonio Business Journal’s 2016 40 under 40. Eduardo completed his Master of Science in Civil Engineering and Hydraulics from Penn State University in 2001, and has a bachelor’s in Civil Engineering from Universidad Rafael Urdaneta in Venezuela in 1997.
Elsi Parra serves as the President of the company and business administration lead. With her background in Business, Marketing, and Finance, her main focus in Parra & Co, LLC is to manage accounting, finances, and administration details. Her undergraduate degree in Journalism, Radio, Film, and TV has given her a broad perspective on the importance of effective communications. She understands the business aspects of each company and can connect to our private clients on a deeper level always keeping in mind your bottom line. Elsi holds an MBA from the University of St. Thomas in Houston, TX in 2002 and a Bachelor’s in Communications from Universidad del Zulia in Venezuela in 1994.

David brings close to 30 years of experience in operations and management of water and wastewater. He has a unique experience profile combined with a class “A” operator licenses for both water and wastewater as well as extensive management experience as Director of Utilities and Public Works for multiple cities in the Rio Grande Valley. David is a well-balanced individual with great communication skills, that can lead conversations in the field as well as a public speaker with multiple stakeholders and elected officials. He is proficient in OP10 (Operations Management Data Base), MP2 (Preventive Maintenance Software), and INCODE. David is fluent in both English and Spanish. He has also the experience of being a Municipal Utilities Director, providing management support to treatment, distribution and collection system Crew Leaders and Chief Operators. His duties have also involved directing personnel, operations, maintenance, and compliance reporting and staff development.
José I. Pérez-Gil currently serves as a business consultant and financial advisor for Parra & Co. Previously, he served as the CFO of two major TV stations in Venezuela. José has also prepared and implemented investment projects in the agricultural and mining sector. He has also designed and implemented major projects to merge multiple financial entities and their portfolios. José had a major impact as the Vice President of the board of directors of an Urban Development organization in charge of promoting and implementing urban development projects for the city of Maracaibo, Venezuela. He served as a member of the Governor’s cabinet as the Secretary of Zulia State in Venezuela. José holds a Master of Science, Mineral Economics from the Colorado School of Mines, Golden CO in 1979 and a bachelor’s degree in Economy from Universidad del Zulia. Maracaibo Venezuela in1973.
Eduardo Di Loreto Cano
Eduardo Di Loreto Cano serves as a Deputy Project Manager for Parra & Co. Eduardo is a professional with 18 years of experience, ten in Civil Engineering and eight in Managerial and Business functions. His focus is mainly in the Project Management and Construction Management of infrastructure work for public, industrial, and private sectors. He counts with a unique vision on how to meet the needs of the real estate development world with sustainable and cost-effective innovations, solutions and ideas in engineering and construction.
Eduardo is people oriented and enjoys working out synergies with engineers in different disciplines as well as project stakeholders and clients. He is experienced in business development and client relations in Europe, living in three continents, and being multilingual proves very useful when looking at projects abroad.
Eduardo is passionate for community involvement and thus he served for over a decade in the San José de la Matilla Cultural board, a non-profit foundation that advocates for social programs in Venezuela and cultural initiatives for the community.

Jose M. Cantu is a civil engineer with close to 13 years of experience in designing and managing land development projects in Texas. Projects include multi-family, single-family, commercial, industrial, medical and sports facility developments. His responsibilities have ranged from technical design of utilities and hydraulic systems to overall supervision of project management to meet completion and scheduling goals. He has consulted with clients during feasibility periods to deliver land plans and cost estimates to ensure that the client makes the right decision when acquiring a property with the ultimate goal of providing his client with the most return on investment, whether it be for capital gains or for public welfare.
Jose has been actively involved in the American Society of Civil Engineers (ASCE) as a general member and also served on the board. He was elected into the ASCE-Younger Member Council as a Media Chair in 2014, Treasurer in 2015 and President in 2016. As a council member, he helped organize fundraisers such as the ASCE-YM golf tournament as well as the setting up of the monthly PDH eligible presentations to all members of the engineering community. He has attended the ASCE Multi-Region Leadership Conference (MRLC).
